That is the event and its host city, and it is all this page states about it. Opening and closing dates, the site, and the venue are published by the organisers, and this page does not repeat them from a secondary source.

The rest of this page is about a different subject: what a Serbian employer has to do to recruit a worker from India lawfully, and where the paperwork normally fails.

Serbia's own route for hiring a foreign worker

Serbia runs a labour market test before an employer can hire from outside the country. The test is carried out by the National Employment Service, which checks its register for candidates who meet the conditions the employer has set for the vacancy.

The employer starts it. An employer who wants to hire a foreign worker files the Vacancy Registration Form, known as the PPZ form. The employer files it, or someone the employer authorises files it on their behalf. A worker cannot begin this on their own behalf.

There is a filing window, and it is wide. The PPZ form can be filed up to 60 days before the single permit application, or at the same time as it, at the latest on the date the application is filed. It can also be filed through the eGovernment portal.

The service then decides. The competent organisational unit of the National Employment Service decides within 10 days of receiving a properly filed request.

An ID number links the two applications. Once the labour market test is registered, the system generates an ID number. The employer passes that number to the worker, who enters it into the single permit application. If the employer already holds a valid number from an earlier test, the number is reused and a new test is not required.

Group hiring is possible, within limits. A group single permit request can cover the same number of people, or fewer, than the labour market test covered, and only for the same job title and description.

What we do, and what we do not do

We prepare documents. We assemble and check the applicant's file before it is submitted, and we work with employers and their appointed representatives on the India-side recruitment and documentation.

The embassy decides. We do not submit on an applicant's behalf and we have no relationship with any embassy. We do not guarantee a visa, a permit, or a job, and we do not quote processing times as though they were ours to give.

Where files commonly fail

Four causes account for most of the problems we see.

A qualification is presented in a form the receiving authority does not recognise. Matching a trade to the correct recognition route before an offer is made is cheaper than discovering the mismatch afterwards.

A document expires between selection and submission. Passport validity and police clearance both have windows, and a file assembled early can go stale before it is filed.

The employer's own paperwork is not current. Sponsorship standing and tax position are checked, and a lapse there stops the worker's application for reasons that have nothing to do with the worker.

The candidate has been told a timeline that nobody can guarantee. A worker who has been promised a date and then waits is a worker who withdraws, and in our experience that is the single largest avoidable loss in the process.
