How Legal Overseas Recruitment Works: The MEA-Licensed Process Explained

Every legitimate overseas deployment from India runs through a process defined by the Ministry of External Affairs (MEA) Recruiting Agent framework. Understanding it protects you from fraud and helps you plan realistically.

Step 1: Employer demand, not promises

Legal recruitment starts with a written demand letter from a real foreign employer specifying the roles, numbers, and terms. If an agent offers you a job with no named employer or contract, that is a red flag.

Step 2: Selection and contract

Candidates are shortlisted, interviewed or trade-tested, and — if selected by the employer — receive a written employment contract stating salary, hours, accommodation, and duration. Read it before paying service fees.

Step 3: Work permit and visa

The employer or its agent obtains a work permit in the destination country; only then is the visa file submitted to the embassy. For ECR-category passports, MEA emigration clearance is also processed. Visa decisions rest solely with embassies — no agency can guarantee approval.

Step 4: Pre-departure and deployment
