- The gap between approvals and arrivals matters. Romania has noted that approvals outpaced actual arrivals (a utilisation gap), which is part of why the new digital system and shortage-occupation filter were introduced.
- Quota availability is a timing factor. When the quota fills for a period, new D/AM2 applications wait. This is why genuine processes advise patience and honest timelines.
- The shortage list narrows eligibility. Only occupations on the list can be hired under D/AM2 — so demand is concentrated in listed trades.

- Service-charge cap for Indian workers: ₹30,000 + GST (Rule 25 of the Emigration Rules), payable digitally against a receipt — never cash.
- Confirm at application time — quotas and lists are reviewed periodically.
