From 8 August 2026, Romania's foreign-worker process runs through one digital platform: WorkinRomania.gov.ro. Under the new law (GEO 32/2026), employers, licensed placement agencies and workers are all registered and processed on the platform — replacing the old paper-based system.
For Indian candidates, understanding the platform matters because it shapes how genuine files move, how you can check a process, and what the timeline really is.
What the platform does
WorkinRomania.gov.ro centralises the entire hiring journey for non-EU workers:
- Registration and authorisation of employers hiring foreign nationals
- Licensing of foreign-worker placement agencies
- Submission and processing of unified applications — a single application covering both the work authorisation and the long-stay work visa
- Data collection, reporting and statistics, interconnected with ANOFM (National Employment Agency), the Ministry of Labour, IGI (Inspectorate General for Immigration) and other public institutions
How a genuine file moves on the platform
- Employer or agency registers on the platform.
- Application submitted — a unified application for the work authorisation and long-stay work visa.
- ANOFM review — the authorisation is reviewed (up to 15 days) and, if approved, issued electronically with a qualified electronic signature.
- Visa dossier — the employer files the full dossier (bilingual contract, medical insurance, criminal record, subsistence proof, qualifications).
- Consular stage — the worker applies at a Romanian consulate for the D/AM1 or D/AM2 visa (issuance up to 30 days, +15 possible extension).
What the digital system means for you
- Transparency — a genuine process leaves a platform trail. If a recruiter describes a process that cannot happen on the official platform, treat it as a red flag.
- One route — there is no separate "fast track" outside the platform. Claims of special channels are not credible under the new system.
- Timelines are bounded — 15 days for authorisation review, 30 days for visa issuance. A partner promising a specific date is still overstating, but the official bounds are now clearer.
- Worker protections apply — placement agencies are prohibited from charging workers; the employer bears placement costs.
The honest picture
- The system is new. The platform became fully operational on 8 August 2026; implementation details and practice are still settling. Always confirm the current procedure with the competent authorities.
- No guarantees. Electronic authorisation and visa decisions belong to the authorities, not to recruiters.
- Licensed channels only: MEA-licensed agent on the Indian side (verify on emigrate.gov.in); ANOFM-licensed agency on the Romanian side.
- Service-charge cap for Indian workers: ₹30,000 + GST (Rule 25 of the Emigration Rules) for MEA-licensed services, payable digitally against a receipt — never cash.
- You should not pay the placement agency — the new law forbids agencies charging workers.

WorkinRomania.gov.ro is the backbone of Romania's new digital work-permit system — a single platform for authorisations, visas and employer licensing, with clearer timelines and stronger worker protections.
